  11.             The Internet supports several databases that  contain  basic
  12.             information about users, such as e-mail addresses, telephone
  13.             numbers, and  postal  addresses.   These  databases  can  be
  14.             searched  to  get  information about particular individuals.
  15.             Because they serve a function akin to  the  telephone  book,
  16.             these databases are often referred to as "white pages."
